Thank you for raising this issue; I think it is an important one that needs
to be clarified. As you say, the 'power of the purse' gives confederation
librarians enormous direct power over the trust libraries in their areas. I
think it should be a priority to establish national good practice guidelines
before the horror stories start.

Subject: Comments/Feedback please! - Confederation Jurisdiction
Does anyone have clarification of or any comments to make on the role and
jurisdiction of confederation librarians, particularly when a situation
arises when their views differ from those held by the local
librarians/library managers. Does confederation funding of library staff and
resources give confederation librarians the power to impose their decisions
when agreement cannot be reached? We should be grateful for any comments,
especially from library staff and confederation librarians. We apologise
for posting this request "anonymously" - it is unfortunate that this is felt
necessary but it is, and we now need to raise this issue and hope we get
some feedback.
