We at the Joint Services Command and Staff College (XS/C42) use the Artweb
service. It's usually very reliable, apart from the odd occasion when the
Internet goes down, and the response time is very fast.

With BLDSC it's true now, that since they use request numbers
generated on the spot, they can't possibly keep track of duplicated
requests. They are, after all getting a good many more than 15,000
every day.
I have to say that I infinitely prefer Arttel to Artemail, since my
requests go in real-time, and I know immediately (and have leeway
to cancel) that they have been received once and once only.
