As a public library we rely on Unity locations, rather than the academic
networks. As far as I know, locations on Unity are still randomly displayed
within each the region, and it is a user decision as to which order the
regions are displayed. (we tend to go to N first, followed by Y and the
other few remaining systems with transport schemes...)
Within the region we get to know the libraries who are fast to reply -
and in some cases which types of stock are most likely to be available, and
tend to weight rotas towards them and would always prefer public to
academic. (apart from anything else we have to pay the academics!)
