Well, my instinct is the same as yours, I think I would automatically
charge the £6.65 to any requester who was not part of CONARLS. I believe
the charges are high enough for ILL's as it is without penalising
non-CONARLS members and those outside the BL's scope. It will be
interesting to see what others feel.

Dear colleagues,
I wonder whether I could ask for some opinions from the list on charging
for ILL requests from the Republic of Ireland.
When the BL raised its prices this August, it was made clear to me that the
new discounted prices (£6.65 for monographs, £3.99 for photocopies) were
only for British libraries in the public, academic and health fields. All
private and commercial libraries AND libraries from the Republic of Ireland
would be charged the full price (£10 for monographs, £7 for photocopies).
Now, the general policy on charging for ILL requests from other libraries
is to follow the pricing of the BL, except for those of us who are members
of the CONARLS IRU scheme (who charge £5 per request). We don't get many
ILL requests from the Republic nor do we send many requests there, but my
instinctive response is to charge the same as I would do for another
British library who doesn't belong to the CONARLS IRU scheme (i.e. £6.65),
in the hope that they would charge the same amount for any ILL requests I
make to them.
What do other people do? Also, perhaps one of my Irish counterparts on
this list could share their thoughts on the subject?
As you might guess I have just received an ILL request from an Irish
library and, while perfectly willing to supply the book, I am wondering
whether to follow my instinct or not...
