Our Association is looking into the possibility of addressing this problem
by bringing together the journals of smaller (particularly not-for-profit)
publishers to create a 'critical-mass' offering. We are still investigating
whether a 'publishers' consortium' is actually possible, either legally or
practically, but feel sure that we can do something - to date we have
expressions of interest from the publishers of over 70 journals, plus
databases and other materials. I recently spoke at ICOLC about this (and
will do so at e-ICOLC early next month), but there is no reason in principle
why whatever we do come up with should not also be applicable to individual
libraries as well as consortia.
