Sorry, this is a very belated reply. The Frankfurt Group is actively
lobbying at European level (this group includes both librarians and
publishers, as well as authors, collecting societies and others), and the
Digital Content Forum (of which ALPSP and the Publishers Association are
both active members) are also working hard on the issue. The Federation of
European Publishers is also active.
