I have not seen this original article (and would appreciate a xerox if
someone can find it). However, his ideas are discussed by the famous
mathematician Benoit Mandelbrot in a more easily accessible article (which
reproduces a graph from Richardson):
"How Long is the Coast of Britain? Statistical Self-Similarity and
Fractional Dimension", SCIENCE, v156, May 1967 (I can't read the exact day
from the xerox I have of this article I am sorry!) but the page numbers
will make it easily findable: 636-8.
While the article considers the concept of dimension, the geographic ideas
are not difficult.
