By describing the boundary as "the deepest channel of the Straits of
Johore" there is the strong implication that the boundary is a natural
boundary. Most jurisdictions allow natural boundary to move with the
explicit conditions that the movement should be 1) due to natural forces,
2) that the movement should be gradual, and 3) that the movement should be
imperceptible.
By reclaiming islands adjacent to the deepest channel the first condition
above has failed. That is, reclamation is not a natural process. Therefore
the boundary does not change due to reclamation. It is then wise to have
the existing deepest channel surveyed and charted as the boundary before
the reclamation affects its location. This to record the true boundary for
all interested parties to see and agree to.
