I am a US Army reservist currently deployed with the Stabilization Force in
Bosnia. I work in the area of civil-military cooperation. I am looking for
information/research/insights into demobilization programs. I am
particularly interested in vocational training and micro credit components
but input on all facets would be very helpful. It would also be helpful to
know what has been tried and failed and why (lessons learned).
This country is planning a large scale demobilization program in the near
future. The economy is still very weak due to barriers to foreign
investment (bureaucratic delays, corruption, undeveloped property law, lack
of understanding of free market processes, etc.). Agriculture is a
reasonable option for many soldiers; however, mines are still an obstacle
and there is almost no support structure (a fledgling extension service
begun last year).
