Etikuma 2002: What governance for European humanitarian agencies ?

Subject
Following a seminar on the ethics of humanitarian aid organised in 1997, and
then in 1999
the first ETIKUMA conference on Codes of Conduct in humanitarian aid,
Bioforce and the
Humanitarian Aid, International Cooperation and Development Masters have
decided to use
the opportunity of ETIKUMA 2002 to allow international humanitarian actors
to reflect on the
ethical coherence of their actions.

The aim of this second conference is to debate on the key aspects of the
notion of
governance for humanitarian organisations. It will be an opportunity for
different European
aid agencies to exchange on their modes of governance with regard to their
beneficiaries,
members and donors. ETIKUMA should provide a space to study the practical
aspects of the
issue, namely those concerning the implementation of programmes, financial
and human
resources management.

The conference will bring together representatives from European and
North-American
NGOs, International Organisations, universities and experts in the field.

14 h 30 Atelier 1 - Qualities and shortcomings of systems of governance
implemented within humanitarian agencies: approaches and aims,
comparison with existing corporate modes of governance.
Following on from the plenary session presentations on modes of governance
completed by the examples given by the resource persons, this workshop will
deal with the advantages and shortcomings of modes of governance already
existing within NGO structures.
Atelier 2 - What tools can be used to efficiently contribute to improving
the
governance of humanitarian Agencies ? (Boards, ethics committee, laws,
standards, codes, policy statements .)
This workshop will look at how the various tools that already exist may or
may not
contribute to improving the governance of an NGO.
Atelier 3 - Analysis of the decision-making processes within humanitarian
agencies: what level of accountability ? And to whom ?
Who decides what and according to which criteria ? This workshop will aim at
specifying how decisions are made in NGOs and if the decision-making process
represents a specific mode of governance.

9 h 15 Atelier 4 - What ethical reference for Humanitarian actors ?
Aid workers, be they expatriate or national staff, paid or voluntary, play a
key role
in the implementation of systems of governance. Taking into consideration an
environment where these aid workers are so diverse, this workshop will
attempt
to identify the fundamental characteristics which are important for the
professional recognition of these actors.
Atelier 5 - What is the overall aim of implementing systems of governance ?
Following on from the previous day's discussions, this workshop will aim to
sum
up the main issues and identify the overall aim of implementing systems of
governance for NGOs. Which tools will efficiently contribute to improving a
governance approach (audits, certification, .) ?
Atelier 6 - The donors, at the heart of the system of governance ?
How to take into account the wishes of private and public donors and the
interests of the target populations for a system of governance with NGOs ?

symposium
propositions. Debate between speakers and participants.
