Amnesty International needs two campaigners ­one for its team working on the
Gulf and the other for its team working on the East Mediterranean.  Using
your campaigning skills and experience you will act as a focal point for
implementing effective strategies for a major campaigning action, mobilizing
and liaising with the worldwide membership to campaign against human rights
violations in the Gulf or East Mediterranean Region. You will provide expert
advice and service to the AI membership in relation to action techniques,
provide information and produce campaigning materials appropriate for a
multicultural movement.

Fluent written and spoken English and good working knowledge of Arabic are
essential for the East Mediterranean post.  Very good knowledge of English
and Arabic or Persian are required for the Gulf post.  Both require a good
knowledge of and a sensitivity to the cultures and peoples of the region and
an interest in human rights.  The ability to work as part of a team, often
under pressure, is also essential.

Overall Purpose of job:

To contribute to the fulfilment of the team's mission, in particular by
providing country expertise and campaigning skills, using relevant languages
as appropriate, and to provide a focal point of liaison with  and support to
the movement and others in the development of campaigning strategies and
organization of effective action on human rights concerns by Amnesty
International (AI) members and others.

Primary tasks:

1.  As a Campaigner in the Gulf Team:

1.1. to develop campaigning strategies to prevent human rights violations
and to ensure that membership action is fully integrated into country and
sub-regional strategies; to undertake research into the most effective ways
of influencing those responsible for committing human rights violations in
the countries covered by the sub-region; in particular, to collect
information on links (eg. political, economic, cultural, military) between
countries in the sub-region and other countries and to carry out research on
particular issues or cases which are to be the subject of campaigning (in
cooperation with relevant researchers); as appropriate, to take part in
missions  in order to facilitate the formulation of an effective campaigning
strategy; to develop and maintain contact with human rights organizations in
those countries (in consultation with the Development Team and members, as
appropriate), with a view to identifying specific targets for action;

1.2. to provide expert advice and service to the membership in relation to
action techniques and produce materials for them on countries covered by the
Gulf Team, including Action Files, Regional Area Network (RAN) actions,
Section-Level Actions, Urgent Actions,  and other appropriate materials in
consultation with other programs, and to represent the team, or Program, as
agreed, in contacts with AI's membership in relation to campaigning; with
other Campaigners in the team, to lead the evaluation of campaigning on
countries in the Gulf sub-region;

1.3. to organize membership action on specified countries in the Gulf, in
some cases in conjunction with the Regional Campaign Coordinator; to prepare
materials for country linking projects and country campaigns, in conjunction
with the Regional Campaign Coordinator; to ensure that a program of
effective membership action is sustained on these countries;

1.4. to act as the main contact point for queries and advice on action
strategy on countries in the Gulf sub-region, both for staff from inside and
outside the Regional Program, and for the membership; to initiate and
maintain regular contact with constituencies in the movement specializing in
work on the region, for example co-groups and RAN coordinators, and to
involve them in consultations about action strategy; in conjunction with
other Campaigners and the Regional Campaign Coordinator, to develop and
maintain the work of RANs covering the Gulf;

2.  As a member of the Gulf Team:

2.1. To maintain an overview of political and human rights developments in
the sub-region and to contribute to the  development of integrated country
and sub-regional strategies for research, campaigning, development and the
promotion of human rights;

2.2  To participate in and facilitate the collective coordination of the
work of the team; preparing and agreeing detailed work plans, budgets and
schedules; setting priorities; monitoring progress and quality control
including approving materials according to relevant guidelines, and adhering
to standards; establishing systems to ensure mutual support and
accountability; identifying training and development needs and reporting to
the Program Director; be available to act, as agreed by the team in
consultation with the Program Director, as the coordinator for the team,
collecting information based on the agreed work plan and reporting to the
Program Director; when not acting as coordinator, then providing cover for
specified functions of the team member who is currently coordinator;
carrying out own administrative tasks in accordance with the agreed
guidelines on self-servicing; to participate in the supervision of temporary
staff and volunteers.

2.3  To participate in the collective supervision of temporary staff and
monitoring of volunteers as appropriate;

2.4  To contribute to the overall flexibility of resource use in the team
and the Program by providing cover for team members and other Program staff
as agreed within the team or between Program teams; participate as necessary
in cross program or intra-program teams, project teams and matrix teams,
with due consideration given to workload implications.

3.  As a member of the Middle East Regional Program:

3.1  To contribute to internal discussions on mandate, policy and
organizational issues and to liaise with relevant teams in the Campaigning
Program, for example on thematic and outreach work and group and individual
techniques;

3.2. To work closely with the Regional Campaign Coordinator and other
Campaigners in developing actions and proposals to enhance the effectiveness
of AI's campaigning in and on the region and to contribute to evaluations of
AI's campaigning techniques and to provide feedback on positive and negative
aspects of membership action in the  Program.

PERSON SPECIFICATION - CAMPAIGNER (Middle East - Gulf Team)

CRITERION STANDARD

1. CAMPAIGNING SKILLS
Awareness of the need for actions to be based on strategies, ie plan to
effect changes in a given situation
Ability to select appropriate campaigning techniques for a given human
rights situation
Knowledge of basic steps required to devise strategy, ie ability to assess:
- what information is needed
- position of influential actors
- possible courses of action and their implications
- arguments and approaches to carry out a course of action given the
situation and the actors' position and to make a well-reasoned judgment as a
result
Proven experience of campaigning

2. RESEARCH SKILLS
Experience of collecting, recording, analysing, evaluating and synthesising
information, including summarising and making relevant connections.
Ability to collect information on which to base campaigning
Ability to discriminate between types of information, i.e. facts, views,
opinions
Ability to be objective and impartial

3. KNOWLEDGE OF COUNTRIES

Broad knowledge of the sub-region, including the social/ political/ cultural
situation and human rights issues; first-hand knowledge of the region.
Awareness of possible pressure points to use in campaigning against human
rights violations in one or more countries of the region

4. INTEREST IN HUMAN RIGHTS Demonstrated concern for social justice, e.g.
through previous work, membership of an organization, involvement in
advocacy of human rights

5. COMMUNICATION SKILLS
A)Writing Skills
Ability to write campaigning material and reports based on diverse factual
material in English
Awareness of the importance of tailoring style and content of material for
different purposes and people of different cultures
Ability to present material in a format that can be used to take action
Awareness of the importance of accuracy and ability to produce accurate work

B)Oral Communication Skills
Ability to communicate with a wide range of contacts, including AI members,
prisoners and their families, other sources of information
Ability to express oneself clearly and concisely and transmit complex
information
Sensitivity to people in distress and difficulty, i.e. listening skills,
understanding

C) Ability to represent AI
Commitment to work within AI's mandate
Understanding of what the representational role involves, i.e, adhering to
an institution's policy and guidelines rather than expressing personal
opinions
Ability to represent AI in different fora including the human rights
movement and the membership

6. ORGANIZATIONAL SKILLS
Ability to plan, organize and prioritize work both daily and in the longer
term; experience of coping with conflicting priorities
Ability to work to deadlines and under pressure
Ability to act quickly, use initiative to get things done/solve problems
Ability to keep records and do filing
Willingness to be self-servicing within guidelines
Experience of working with office administrative systems
Willingness to work within Amesty International's systems

Holidays        Full time staff receive 27 days per annum plus one Amnesty
International grace day and statutory and national public holidays .

Office hours        09.30 - 17.30 or 10.00 - 18.00 by arrangement

Relocation        Relocation assistance will be available for staff members
(and their dependents) recruited from over 80 km/50 miles from the
International Secretariat office in which the post is based.

Life insurance        4 x gross salary

Travel loan        Interest free travel loan for bus, underground, or rail
travel to work (no qualifying period)

Pension        You are encouraged to join the Amnesty International
Superannuation Scheme.  This is a defined contribution to which Amnesty
International contributes 6% of gross salary.
