I think it wouldn't hurt to merge the two on the JISCMAIL service. I assume
that everyone on a discussion list is used to having to "trash" lots of
messages, but it is worth it for the one or two that really count to the
subscriber. I personally prefer that to having to join lots of lists, or
search lots of resources, in order not to miss anything.
