Subject: RELIGION, BELIEF AND SEXUALITY: the EU Employment Framework
Dire ctive - a DIALOG Conference

ENDING DISCRIMINATION ON THE GROUNDS OF,
RELIGION, BELIEF AND SEXUALITY,
                LOCAL GOVERNMENT LEADING THE WAY

Conference 21 November 2002

By December 2003, all EU Member States will need to ensure that
discrimination in employment on the grounds of religion, belief and
sexuality is made unlawful. New Regulations will be introduced on this
matter in the Autumn. These provisions will have a significant impact on
human resource activities, both strategic and operational.

* What affect will the new requirements have on existing HR practice
and monitoring regimes?
* How will employers protect employees from harassment, whether 'high'
level or 'low' level?
* Will new employment targets need to be set?
* How will employers deal with perceived conflicts in 'rights'.
* Can these new diversity 'strands' be incorporated into the Equality
Standard for local government (BVPI 2).

To coincide with the publication of the new draft regulations, DIALOG is
holding this important conference to inform participants about the new
regulations and to look at implementation requirements and issues.

SPEAKERS include:
* Barbara Roche, Minister of State ,
* Makbool Javaid ( Dibb Lupton and Allsop),
*       Angela Mason (Stonewall)
*       LGA Members

and other representatives (tbc)
*       Unison,
*       The Inter faith Network,
*       the Humanist Association.

PURPOSE OF THE CONFERENCE
* to hear from the Minister of State on the new regulations
* to look at the issues for local authorities regarding effective
implementation
* to explore practical measures that will comply with the new
obligations
* to provide an opportunity to participate in facilitated seminars and
to network with others in the field of diversity.

WHO SHOULD ATTEND?
Strong and informed leadership will be crucial if local government is going
to lead the way in ensuring that its employees or job applicants are not
disadvantaged because of their sexuality, their religion or their beliefs.
The conference is therefore aimed at both politicians and senior managers.

*       Cabinet Members with a diversity/HR portfolio
*       Chairs of Diversity/HR/Personnel  committees
* Directors of Human Resources /Personnel
*       Lead Diversity officers

Cost
£195 plus VAT per local government delegate inclusive of comprehensive
conference pack.

Venue
The Queen Elizabeth II Conference Centre, Westminster
