Peter - As far as the legislation is concerned, there is a slight
difference between the British Library - where the rule is that publishers
should send a copy of their work on publication - and the other legal
deposit libraries - where the rule as I understand it is that once the
particular library or its agent requests the item, then it's the law that it
should be sent - so in that case the six would, yes, be compulsory. In
practice, many publishers just send the copies without being requested
(which makes sense, because most publications would be requested). The
question of very expensive very small edition works is not gone into in the
legislation, and I have no answer for you on that except to refer you to the
Legal Deposit Offices of the libraries concerned. Further details are given
at the legal deposit page I listed on the earlier email.

This is a query to Richard (Price)---
Can you confirm something you said, or I think you said, publicly
because
it may well concern many small-press publishers on this list--
Did you say that by the copyright laws, only the copy sent to the B.L.
is
in fact statutorily compulsory, and the other five (which go via
A.T.Smail) are voluntary? I thought all six copies were compulsory.
In
fact I was quite certain about this, and so were several other people
I've
mentioned it to.
Not that with my imprint I would dream of cutting off the other
copyright
libraries. But for instance, to people who publish artists' books
costing
£1000 each in editions of 20, these five copyright copies are sometimes
problematic.
