There is a lot of information on www.ukonline.gov.uk run the search as 'race
relations amendment act'.
Use this site for quick links to government and departmental policy and
papers.
The Home Office's home page for the act and the EC article 13 race directive
is at http://www.homeoffice.gov.uk/raceact/welcome.htm
It may be worth contacting the Home Office directly if their pages do not
answer your specific questions - there is a link from their site.

Subject: Race Relations Amendment Act
Does anyone know whether
1) policy documents have to be submitted anywhere
2) do these have to contain monitoring measures
3) policy for ways forward from (2)
and
4) if there is anywhere one can 'complain' if one fears an institution
has no policy
does not undertake to monitor
policy does not fulfill all the Act's requirements
or whom can I ask?
