I have received an enormous response to this question:
The Sheffield Hallam course in Applied Statistics received a lot of
support and obviously a fair number of ex students from this course are on
this list.
It is in three sections allowing a Certificate, Diploma and finally MSc to
be awarded at each successful stage and up to 2 years can be taken for
each stage.

The RSS qualifications that I mentioned in my original post has courses
available at Southampton

The Open University offers a range of courses, with options available to
make up a Diploma in Statistics. 4 units are needed to complete the
Diploma and there seemed to be a wide choice including subjects such as
relational databases

A single person mentioned an applied statistics distance learning course
at the University of Greenwich, but I couldn't actually find reference to
it on their web site.
Finally, the University of Canberra offers a web based Graduate
Certificate in Envirostats based on three modules. There is an examination
component to the course and my email asking for info on how this was dealt
with overseas was responded to with an auto reply thanking me for
registering my interest in the course.

I suspect there will also be other courses from US universities, but I
haven't looked.
Costs varied a lot, from £320 for the RSS Ordinary Certificate to £1500
per year for the 3 year Sheffield Hallam course. the OU courses are around
£220 per unit and the envirostats course was 4500 australian dollars.
