Magic magnifying software works well with JAWS screenreading software and
can use the same speech output. It is expensive but has many features,

You might want to consider other ways of inputting information other than
keyboard, mouse and voice recognition such as touch screens, trackballs.
Are people going to print things out, or just use the computer? If so this
will need consideration.
Other things I would want to consider would be adjustable desking, types of
seating, usable instructions, training for staff.
