On the subject of swell paper you can get a hot pen that you can use to draw
on swell paper in free hand mode. We have one and have used it to do on site
diagrams of layouts with blind access auditors. It is relatively cheap at
about £75 but not particularly professional looking. The paper is a bit like
intumescent paint in that it swells with heat. Professionally producing
raised diagrams needs expensive kit and those who have it do offer services
to produce diagrams at reasonable cost.
Also if the use is for a permanent situation then vandalism needs to be
taken into account. There are some Braille readers out there who reconfigure
the wording to make rude alternatives by pushing in various dots! Also
non-Braille readers just remove the dots presumably out of boredom. Probably
a good job the metal dots are not big enough to make studs for piercings out
of otherwise it could turn into a craze, like people used to steal VW car
badges after a pop group made wearing them fashionable.
