THE EVALUATION OF CONFLICT RESOLUTION INTERVENTIONS: FRAMING THE STATE OF
PLAY
The field of conflict resolution and peacebuilding has reached a point in
its development where the impact of its projects needs to be measurable,
comparable and articulated. Yet conflict-specific models and tools for
evaluation have not kept up with this demand. Practitioners and funders
alike are expressing frustration at their inability to communicate
achievements in a way that represents the long-term, intangible and nuanced
nature of conflict resolution work.
INCORE has published this report in an attempt to provide people in the
field with a framework for structuring their discussions about conflict
resolution evaluation. By developing key questions, such has 'why and how
is the agency conducting this intervention?' 'how was the intervention
operationalised?' and 'what were the short and long term results of the
intervention?', the framework provides a lens through which evaluations can
be seen and a platform for future research. The report also includes a
survey of current evaluation realities for practitioners, funders and
evaluators; an exploration of emerging approaches; a discussion of questions
and challenges that remain to be addressed; and a bibliography of
evaluation-related resources.
