CIVIL SERVICE POSTS

The National Assembly for Wales has the following opportunity. All these
Civil Service posts are permanent and pensionable and are based in Cardiff
(unless otherwise indicated). Part-time working or job share arrangements
are encouraged.

Grade: Higher Executive Officer (Band D)
Job Title: Equality Advisor (Race, Asylum and Immigration)
Division: Equality Policy Unit


Pay Band Range £17,964 - £25,149 per annum (Recruitment is at or near the
minimum of the pay band, more may be available dependent on the experience
of the applicant)



Purpose of Post(s):

The main role of the Unit is to provide policy advice, guidance and
expertise on equality issues, and to assist in driving forward the National
Assembly's programme of action for promoting equality of opportunity and
human rights in Wales.


There are two posts which are complementary in nature, the first post will
focus on the internal aspects of developing the Assembly Race Equality
agenda. The second post will focus on the external aspects of the Assembly's

Race Equality agenda such as its outreach strategy.


Whether internal or external, the purpose of the posts will be to provide
support, advice and guidance on how equality of opportunity, in particular
race equality, can be built into Assembly policy and drive forward a
programme for action for mainstreaming equality.


The post-holder will work as part of a team and will be responsible for the
management and support of an Executive Officer and an Administrative
Officer. You will be line-managed by a Grade 7 and also report to a Grade 5
who Heads the Unit.


Key Tasks:

* To establish contact and take forward the outreach and consultation
process with minority ethnic groups and organisations in Wales.

* To prepare papers and provide policy advice to Welsh Assembly Government
and the Standing Committee on Equality of Opportunity on equality matters
relating to race, immigration and asylum and consultation with minority
ethnic communities.

* To undertake research, prepare speeches and provide briefing to Assembly
Ministers on equal opportunity policy issues.

* To respond to ministerial correspondance and general enquiries on race,
asylum, and immigration matters.

* To positively promote equality and provide advice on race issues within
the Assembly Divisions

* To take forward actions arising from the recommendations from the 'Lifting

Every Voice' Report on institutional racism in the Assembly.

* To liase with the Home Office and Assembly Divisions on the immigration
and asylum issues devolved to the National Assembly for Wales

* To liase with the Home Office and represent the views of the Assembly in
taking forward UK Government policies and legislation.

* To take forward the CRE Leadership Challenge initiative

* To contribute to the work of the team, including liaison with other
Divisions and assist with the management and co-ordination of the work of
the Equality Policy Unit.

Key Criteria/Competencies Required


* A well developed understanding of race equality issues and an ability to
apply that understanding to policy implementation and formulation.

* Experience of promoting race equality and equal opportunities

* Excellent analytical and organisational skills with the ability to
negotiate, influence and persuade others.


* Ability to prioritise effectively, delegate and monitor work-flows to
ensure that deadlines are met.

* Good communication skills, both written and oral and experience of
drafting reports and papers.

* Good interpersonal skills and experience of establishing contacts and
building working relationships with internal and external organisations and
individuals.

* Well developed management skills.

* Ability to work well as part of a team

* The ability to work under pressure without supervision.

* Be committed to the delivery of training to increase knowledge and raise
awareness of race equality issues at a variety of levels.

This is a good quality post working on a high profile issue which is of
particular importance to the whole Assembly.
