The Group for Education in Museums website might be a good place to
start. They have a list of freelancers and a JISC mail list as well.
Their website is at

Subject: Education packs
Does anyone have any guidance on the cost of producing education packs
for schools from scratch? We're looking at the costs of hiring an
education consultant to come in, and also the costs of printing
production etc. Also any recommendations for a consultant in the London
area?
Many thanks,
Katherine Byrne
