I'm not sure about what occurs in merry old, but here in the states we are starting to see more 'headhunters' trying to fill records management positions. Have only seen one for an archival position and it was a temp position.
One thing to remember with headhunters is that they charge their client a fee to locate someone. That fee (at least here in the US) is a percentage of the annual salary for the position that are trying to fill. So it is very rare that a recruiter will try to fill an entry level position or a junior level position. They are going after middle managers and up.
It also helps to develop a relationship with a recruitment firm. I have such a relationship with one here in Virginia as a result they know my interests and requirements, and they will contact me if something comes up that may interest me.
