With apologies for the delay in replying . . .
I'm assured by contacts in UNESCO that the paper (1995) edition
of the UNESCO Thesaurus is still in print and can be ordered direct
from UNESCO Publishing: see
http://upo.unesco.org/bookdetails.asp?id=318 . They have a facility
to order via the web.
You might have more luck going direct to UNESCO Publishing
rather than via the Stationery Office Ltd (UNESCO Publishing's UK
distributor). The Stationery Office's website says that the paper
edition is "currently out of stock but an order may be placed".
Presumably this means that they've run out and will have to order
more copies from UNESCO when they receive an order from a
customer. It's quite likely that something went wrong in the chain
between your bookshop, the Stationery Office and UNESCO.
Several years ago it became clear that some UK archivists were
having difficulty ordering the paper or CD-ROM editions of the
Thesaurus. This was one of the reasons why ULCC worked with
UNESCO to create a web site for the Thesaurus
(http://www.ulcc.ac.uk/unesco/).
