I wonder if anyone can help me with an enquiry which I have been helping our
legal services team with.
The Local Government Act 1972 appears to have abolished Liverpool's status
as a City Council for a short period in 1974..
The last meeting of Liverpool City Council was on 27 March 1974. The first
meeting of Liverpool District Council (with responsibility for the provision
of services) was 1 April 1974.
It appears, therefore, that Liverpool became a District Council from 1 April
1974 and that it had to re-apply for city status. A charter dated 19 June
1974 declared that the "District of Liverpool shall have the status of
borough". Another charter dated 25 June 1974 conferred "the Borough of
Liverpool the status of City".
The minutes of the Council from 1 April 1974 still, however, refer to the
Council as "Liverpool City Council" when it should have been called
"Liverpool District Council" until 25 June 1974. I can not ascertain whether
the Council were calling themselves a "City Council" because the application
for city status was a formality or whether they were been a bit naughty.
I assume that other City Councils must have gone through the same process. I
think I have most of the answers but would appreciate any clarification
