a few random thought to add to the discussion
I don't agree that we appraise through necessity driven by lack of
space. I understood that we appraised because the skill of the
archivist was to keep the essential core records and get rid of
information with no long term value because that is more efficient. I
don't see that this will change for most record systems. There is no
point in keeping low value information to clutter up the system and
make it harder to find what you need.
However appraisal is a slow process and I can see the attractions of
keeping an entire system in some cases - I just wonder how easy access
will be. IT people have been telling us there is no problem with space
for a long time and then saying searches are slow because of the amount
of data held. Is there really a wonderful new world round the corner
where space is unlimited and search engines find the one piece of data
you need in seconds?
