> THE AGENCY
> EUROCONTROL is the European Organisation dedicated to air traffic
> management (ATM). It has currently 31 member states i.e. Albania,
> Germany, Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Spain,
> Finland, France, Greece, Hungary, Ireland, Italy, the former Yugoslav
> Republic of Macedonia, Luxembourg, Malta, Moldova, Monaco, Norway,
> Netherlands, Portugal, Slovak Republic, Czech Republic, Romania, United
> Kingdom, Slovenia, Sweden, Switzerland, Turkey. Poland and Ukraine are
> expected to join in the near future. The Agency includes the staff and

> The EATMP
> EATMP (European Air Traffic Management Programme) is a European-wide ATM
> enhancement programme managed by EUROCONTROL Agency on behalf of
> EUROCONTROL and other participating States. Its aim is to enhance the
> capacity and the overall performance of the European ATM system over time
> in the context of the EUROCONTROL ATM 2000+ Strategy.

> Strategy, Concept and System (SCS) Unit
> It is the role of the Unit to establish the high level operational and
> technical framework for the EATMP. On this basis, the programmes and
> domains of the other EATMP Directorates and the States will undertake
> their work for implementing the European ATM system, to meet the business
> and service requirements of all airspace users, of the service providers
> and of the other stakeholders.
>
> The SCS Unit has three closely inter-linked functional components :
> Performance Analysis and Forecast Service ; Operational and Technical
> Strategy and Concept Management; System Design and Validation Management.
>
> The Performance Analysis and Forecast Service Component is responsible for
> carrying out:

> * Statistical analysis, market analysis and future air traffic
> forecasting.
> * Performance target setting and overall strategic performance
> analysis and planning.
> * The alignment of the activities of the EATMP domains and programmes
> with the performance-driven operational improvements from the EUROCONTROL

> JOB RESPONSIBILITIES
> Under the authority of the Component Manager, the successful candidate
> will support the work in the fields of statistics and forecasting
> (STATFOR) and strategic performance analysis. STATFOR provides services on
> statistics and forecasts to many internal and external stakeholders. This
> service is of paramount importance for strategic target setting and for
> providing steering to the European ATM developments. Under the authority
> of the Head of SCS, and the component manager, the duties will cover the
> following activities depending on the actual priorities for fostering the
> high-level horizontal role of the Unit :
> * Maintaining awareness of general market and business developments
> and trends. Identification of needs for analyses and tools to assess the
> demand on the ATM system to satisfy stakeholders needs.
> * Initiation and/or management of, and contribution to, the
> specification, development, improvement , maintenance and application of
> the air traffic forecasting and statistics models and processes.
> * Initiation of, and contribution to the translation of forecasted
> demand into strategic performance targets including specification,
> development, improvement, maintenance and application of tools for this
> purpose.
> * Development of statistics, forecasts, strategic market outlooks for
> different levels of audiences/stakeholders and in different forms (paper
> reports, inter/intranet).
> * Management of projects and parts of the statistics and forecast
> process.
> * Co-ordination with internal and external stakeholders on forecasts
> and statistics, analysis of stakeholder needs on the forecast and
> statistics products, translation of these needs into clear and pragmatic
> proposals and plans.

> DESIRED PROFILE
> * University degree in a relevant subject or equivalent professional
> experience.
> * The working languages of the Agency are English and French. For this
> particular post, an excellent command of English, in particular in
> writing, would be an advantage.
> * Agency staff must be able to work in a multinational and
> multicultural environment.
> * Good proven experience in statistical analysis and modelling
> techniques in support of market analysis and forecasting.
> * Experience in the development of forecasts, statistics and market
> analysis.
> * Good, current and wide awareness of the aviation industry, including
> market developments, trends, issues related to sustainable growth, etc and
> a systematic approach to maintaining that level.
> * Understanding of the operational and technical aspects of the
> present European ATM system including the ground and airborne elements.
> * Good project management skills.
> * Good presentation and reporting skills and experience in addressing
> various types of audiences, both large and small.
> * A good understanding of ATM performance criteria and target setting
> would be an asset.
>
> Candidates should :
> * Have good interpersonal skills, including convincing communication
> and negotiation skills.
> * Have good analytical and problem-solving skills.
> * Be creative and prepared to take initiatives.

> APPOINTMENT OF EXTERNAL CANDIDATES
> The initial grade and step on appointment will be determined by the
> Director, Human Resources on the basis of qualifications and in the light
> of previous similar appointments. Prior to establishment, new entrants
> are required to complete a probationary period of 9 months. Externally
> recruited candidates will be offered an engagement for an undetermined
> period.

> SALARY INDICATION
> Net annual salary : from EUR 40.935,36 after deduction of contributions
> for pension, sickness and accident insurance and internal tax. Where
> appropriate, and in accordance with Agency regulations, head of household,
> expatriation, dependent child and education allowances may be paid.

> Agency staff are exempt from any national system of social security and
> the Organisation operates its own internal scheme. The successful
> candidate will not therefore be affiliated by virtue of employment by
> EUROCONTROL to any national social security scheme.
