In the case of percentages, I prefer 20.0% +/- 0.5%; the expression
20.0 +/- 0.5% is ambiguous since it could be read as
20.0 (+/- 0.5% of 20), which is 20.0% +/- 0.1%.
In the case of m, there is no ambiguity, so 20.0 +/- 0.5 m would suffice
in my view.
Another option, which I prefer, is to write 20.0 (+/- 0.5) m.
Similarly, with the %s you could write 20.0 (+/- 0.5) %.
