I think Frederick's comment makes this point: that the Israeli apology,
regardless of its motives, exhibits at least a recognition of certain
standards of human rights (the protection of civilians in a conflict),
which their suicide-bomb operating opponents not only do not recognize,
rather flouting them is the essence of their strategy. This is an aspect
of the whole context of the situation which you, with your logic-chopping,
are calling a non sequitur. Of course there are many many other aspects,
which learning about, might make us less sarcastic & perhaps more
compassionate toward the victims on both sides.
