> The March 2003 meeting of the National Conference of Black Political
Scientists (NCOBPS) will explore the theme "Human Rights, Terrorism, and
Black Politics." The attacks of September 11th, 2001 and subsequent
national and international developments have introduced new political issues
while also exposing enduring and deeply rooted ones. At issue are the
social, economic, and political costs that American global dominance exact
from the world. It is clear that the majority of the world's people
increasingly refuse to pay. It is lessclear, however, whether Americans
recognize how thoroughly America's relationship with the world must be
altered. Today, the line separating American domestic politics from
American foreign policy - always an imaginary one - has decisively
disappeared. We think that the attacks themselves and the American
government's responses to them raise profound and fundamental questions
that demand the attention of Black political scientists. What are, for
example, Black American views of American foreign policy? In what ways do
these views diverge and converge with those of other Americans? How has
black political leadership, both elected and non-elected, reacted to the
potential contraction of civil liberties and violation of constitutional
protections? Finally, what will be the ramifications of America's "war on
terrorism" for American foreign policy toward Africa, Latin America, and the
Caribbean? We hope that these questions will stimulate papers that speak
to our meeting's theme.

proposals to the section chairs. Interested persons should send their
proposal(s) directly to the chair of their chosen section at the address
