I have read the guide lines circulated and my only comment is about
the use of head rests, Headrests on seating systems and wheel
chairs are not crash tested because there are not standards to test to
the head rests against.
The D of T have done some trial and it looks like the most likely out
come will be the only safe form of head rest will be a vehicle floor
mounted system. Therefore I regaurd headrests one seats and
wheelchairs in the same way as postural belts not to be relied on in
transport.
