I firmly support Cynthia's advice. All the organisations I have worked for in the past have all had a very caring approach, provided the employee admits they have a problem and are prepared - with the employers support - to do something about it (drugs or alcohol).
Once they fall over, it becomes a disciplinary issue - usually gross misconduct, and you would need to hand it over to management and personnel.
