Colleagues in Canadian Philosophy Departments -- particularly in those
Departments that are hiring now or will be hiring soon -- may find the
following information useful.
Also, job seekers from outside Canada, who in the past may not have
considered applying for faculty jobs in Canada, should know about the
changes to hiring rules as well.
Whether one is prone to appreciate the new rules, or to disapprove of
them, one should at least know what they are.

The following is an excerpt from Robert Giroux of the Association of
Universities and Colleges of Canada (AUCC). Contact AUCC or Human
Resources Development Canada for more.
"Following months of discussions with Human Resources Development
Canada, I am pleased to report that HRD Minister Jane Stewart has
announced a new policy with regard to universities' foreign recruitment
efforts. In essence, the Minister has suspended the two-tier policy
that prevented universities from advertising or recruiting
internationally until all avenues to recruit domestically had been
exhausted. As you are aware, the two-tier policy placed severe
limitations on universities' ability to recruit high quality faculty
from abroad."
"Universities will be allowed to advertise any faculty position
simultaneously in Canada and abroad. They will not be permitted to
advertise abroad without also advertising in Canada. All advertisements
must include the statement: 'All qualified candidates are encouraged to
apply; however, Canadians and permanent residents will be given
priority.'"
