The latter one -- Rachel's most recent draft, and the one we should be
focusing on -- is versioned, with pointers to previous versions on the
UKOLN Web site.
FWIW, in the Usage Board we are evolving a style of working whereby the
editor or shepherd of the document maintains control as long as the
document is under revision -- as Rachel has done. Once the document
stabilizes, relatively speaking -- ie, further revisions are not
expected to be frequent -- it is "handed over" to the Web team. We
have asked Harry about possibly designing a Web form to manage and
formally track this process of hand-over.
If a document on the DCMI site needed to be revisited later on, with
significant changes -- as is the case with this Requirements document
-- its metadata banner would prominently say this and point to the
latest version under revision. In this case, the generic
http://dublincore.org/groups/registry/purpose
would link to something like
http://dublincore.org/groups/registry/2001/05/11/purpose
and its metadata would prominently point out that the document is
currently undergoing revision and the latest version can be found at:
http://homes.ukoln.ac.uk/~lisrmh/DCMI-registry/funreq.html
This last document currently points to a previous version of 19 August
at:
http://homes.ukoln.ac.uk/~lisrmh/DCMI-registry/funreq-20010819.html
On that model, the generically-named document should probably also link
to the current version of 31 October at

I can't think of a better way to handle this in principle, though in
practice it is of course confusing and error-prone to keep these links,
filenames, and metadata straight. At any rate, it would be helpful if
whatever document versioning conventions adopted by the Usage Board
could be used across the board on the DCMI Web site as a whole -- or
vice versa.
