Just a couple of points:-

The URIs aren't the resources: they *denote* the resources. Of course,
URIs themselves can also be resources... but that's a tangent
discussion.

Note that the XLink namespace (which is a true XML namespace,
facilitating the creation of QName pairs) does not end with a "#"
(hash) symbol, and therefore the URI references you cite above are
wholly undefined by the W3C.
