I'm sure it has a lot to do with pain mechanics, hyperalgesia and the excitation of nerve endings that become ischaemosensitive especially at rest.
A school of thought also says that plantar fascia is a mechanical problem affecting the sub-talar joint (look up Brian Mulligans work on this). Just like any sensitive lower limb joint it would hurt on the first few steps post rest. Tape the calcaneus into a supinated position and see if this relieves the problem.
