WHAT'S NEW FOR THE UNEMPLOYED ?

At the Local Economy Policy Unit, South Bank University
A rare occasion to hear views on latest policy developments
presented by speakers from several of the major institutions
carrying out commissioned research on labour market programmes, all
on one day.
This is a seminar for researchers and policy development people
working on labour market programmes, New Deal and Employment Zone
providers, and people delivering local regeneration programmes.
The speakers and the issues
Dr Stephen Lissenburgh is Head of the Employment Group at the Policy
Studies Institute, where he is in charge of PSI's evaluation of New
Deal programmes and was involved in many other labour market programme
evaluations in the 1990s. He will give an overview of the issues
facing policy makers in the era of New Deal consolidation and the
launch of JobCentre Plus, in the light of recent research on how
existing programmes are working
John Atkinson is Programme Coordinator for Employment, Unemployment
and Labour Market Disadvantage at the IES. He has taken part in
a number of commissioned studies on labour market programmes for the
DfEE, He will analyse the uses and benefits of different policy
instruments in `welfare to work' - advice, training, and wage
subsidies, looking especially at what we can learn from the New Deal
for the over 50s about the merits of wage subsidies paid direct to
the employee.
Geoff Sorrell has been leading New Deal developments at Lewisham
College. He and his colleagues have delivered a novel approach
linking training to specific work experience placements in which the
college becomes their employer
Karen Kellard, Research Fellow at the Centre for Research in Social
Policy, will present recent research on the problem of unemployed
people entering short-term jobs, and will look at policy options to
help them stay in work for longer.
Vicky Davies and Jean Taylor, who manage research projects on the ONE
pilots and other labour market programmes at ECOTEC, will examine the
experience of drawing disabled people and carers into work through
work-focussed interviews. Following the ONE pilots this technique is
now being extended under Jobcentre Plus.
