You didn't overlook it. This is one of the requirements that came out of
the registry workgroup at the dc2001 conference last week. These
requirements will be documented on the wg homepage by mid-November.
I like your idea of using the registry to create whatever is decided to live
at the end of the namespace. I am leaning towards RDDL, despite my earlier
objections. It appears we will have an XML schema for qualified DC in the
not-too-distant future, so using RDDL probably makes sense.

What about being the the tool that cranks out the entity that does live
at the end of the URIs. I was assuming it is the "offical" keeper of the
blessed copy (or semantic version control/navigational aid).
