to my Knowledge British coal did still exist in some form at the
start of 2001 within the DTI

13.12 The remaining employees of British Coal left the Corporation in
December 1997. Subsequent management of the Corporation's affairs has been
handled by DTI staff. Most assets and liabilities have been transferred out
of the Corporation and just a few residual functions remain. There is a
handful of leasehold properties and a declining number of actual or
contingent liabilities. The Corporation's remaining task is to discharge
these outstanding liabilities as efficiently as possible before dissolution
of the Corporation which is currently scheduled for March 2001.
English Partnership, the urban regeneration agency, assumed responsibility
for over 5,000 acres of former British Coal sites, and with the backing of
almost £400m of government money.
Contingent liabilities may be hard to pin down however they are likely to
still remain with the DTI, been transfered to English partnerships or
possibly to the Coal Authority.

Subject: Coal Authority
I have just been asked by a colleague whether the Coal Authority can be
determined as an Appropriate person. I thought they had some sort of get
out, but I am not entirely certain. The question came about in discussions
regarding a Coal Spoil Heap, which British Coal were obviously the original
polluter, but I am sure they can not be held responsible for all of the
Spoil Heaps in this country. Does anyone have any thoughts?
