That it in a nutshell They certainly talk about BS7666 a lot.

I am guessing that the MVM system is attempting to adhere to the BS7666 land
and property gazetteer standards. These systems use distinct coded polygons
which cover everything on the ground. Each polygon has a TOID which is a
unique ID which will not change over time. This will allow an authority to
link all sorts of data to these polygons using the TOID reference.
This standard is great for data which relates exactly to these polygons(ie
deeds, ownership, council tax, etc) but when something like a monument has
boundaries which rarely coincide with the polygon boundaries there will be
difficulties.
I don't have a solution, but hope the above helps to explain.
