The latest SMR news letter contains an article by David Miles attempting to define the differences between SMRs and HERCs and to allay our fears (which I assume we have) that SMRs would be replaced by regional HERCs. What he fails to point out is that the reason why SMRs have become more fragmented is a result of government policy to reform local government which resulted in a fragmented structure. Here in CUBA despite the best efforts of all involved the SMR was split into four which has produced a differing SMR provision in the four resulting authorities. Reagregation of some SMRs would surely be a good thing.
PS I appear to have ben running an HERC for the last four years almost without knowing it!
