If you've got any way of loading the NTF into a GIS package (e.g. for
ArcView using the ESRI Map Manager software) you will then be able to export
to dxf quite easily, without having to be all tiled up like the ntf data.
There are other ntf convertor packages around -probably others on the list
will have full details.
