Evidence for Health Policy (GPE) at WHO
Development of Data Base on the Effectiveness and Costs of Interventions
(Risk Factors)
Programme Objectives
GPE's mission is to strengthen the scientific and ethical foundations of
health policies, programmes and services so that they respond better to the
needs of populations throughout the world and promote quality, equity and
efficiency. Working closely with partners, GPE will compile, analyse and
disseminate qualitative and quantitative evidence on the major dimensions of
health and the performance of health systems. This information will then
feed back into the development and modification of policies, programmes and
services.
Team Objectives: Choosing Interventions: Effectiveness, Quality, Costs,
Gender and Ethics (EQC)
The objective of the team is to prepare standardised tools and information
bases on:
1. the effectiveness, costs and cost-effectiveness of interventions;
2. the role of quality of care in improving the effectiveness and
cost-effectiveness of interventions;
3. methods of choosing different intervention mixes;
4. the ethical basis of priority setting;
5. the implications of different mixes of interventions for inequality
including gender inequality;
6. the economic impact of diseases & risk factors.
Terms of reference
Under the overall supervision of the Director of the Programme and the
Co-ordinator of the Team
1. develop methods for estimating costs of interventions versus risk
factors. This includes the collection and analysis of information on program
costs (for which data collection is underway) and data on patient costs and
will involve co-ordinating the work of people inside and outside the Team;
2. contribute to the assessment and development of basic
epidemiological data required to estimate effectiveness or interventions
versus risk factors, in collaboration with the Epidemiology and Burden of
Disease team of GPE as well as technical units in WHO;
3. Contribute to the collection of data on effectiveness for a cluster
of interventions vs. risk factors, by region. This includes, for example,
assessing the quality and generalizability of different sources of evidence,
and developing ways of translating the data into region-specific estimates
of effectiveness;
4. take responsibility for a cluster of interventions vs. risk factors,
collect the appropriate epidemiological, effectiveness and cost data, and
put them together into the effectiveness, costs and cost-effectiveness data
bases. This includes the definition of cost-effectiveness models;
5. liaise with regional offices, member states, and researchers on the
development of information bases and methodologies at the local level.
6. contribute to teaching where necessary methods related particularly
to the measurement of costs;
7. undertake any other duties as required
Duration: The initial appointment would be for 11 months or shorter,
depending on the availability of the individual. The salary level will be
commensurate to applicant's education and experience. Preference will be
given to applicants who have worked in the cost-effectiveness of
interventions versus risk factors (cholesterol, hypertension, physical
inactivity, water and sanitation, malnutrition, fruits and veggies, unsafe
sex, etc) and possess good writing skills.
