Are you committed to equity? Would you like to work with skilled and
committed individuals in developing countries around the world? Are you
willing to travel?
The Global Equity Gauge Alliance (GEGA) is dedicated to the promotion of
equity in health and health care through effective advocacy and community
action based upon reliable monitoring information. There are currently 11
Equity Gauges in countries in Africa, Asia and South America and GEGA is
committed to providing support and technical assistance to these Gauges as
well as becoming an international force for promoting equity. GEGA is
temporarily housed in the Health Systems Trust, a South African NGO based in
Durban. GEGA wishes to appoint an independent co-ordinator for a period of
two years to facilitate the establishment of a formal organisation. The main
tasks of the co-ordinator will include servicing individual Gauges, and
supporting the development of and planning for the institutional
establishment of GEGA.
The two-year consultancy post will be based in South Africa, preferably in
Durban. The consultancy fee will reflect local practice and be commensurate
with the skills and experience of the person appointed. More information

GEGA Co-ordinator Post: Job Description
Main Purpose
The main purpose of this post is to facilitate the establishment of a Global
Equity Gauge Alliance in collaboration with a small group of individuals who
have been working together to take the initiative forward.
Main Tasks
1. Servicing Individual Gauges
Co-ordinating and arranging the provision of Technical Assistance in terms
of the three pillars (essential areas of Equity Gauge actions): of advocacy,
public participation and measurement
Keeping up to date with developments happening in the individual Gauges
Supporting a process for capacity development within Gauges
2. Supporting the Development of GEGA
Supporting the strategic planning process of the alliance in relation to its
structure and functions
Organising core group meetings
Facilitating and supporting effective communication within the core-group
Responding to tasks identified by core-group
Being a catalyst for resource mobilisation through liaison with possible
funders
Preparing funding proposals
3. Planning for the Institutional Establishment of GEGA
Assisting the core group with identifying possible models of governance for
the Alliance
Identifying potential options for institutional relationships between GEGA
and individual gauges
Identifying options for the GEGA secretariat
Re-writing a strategic plan for the formation and implementation of GEGA*

Qualifications
Post graduate qualification or equivalent in public health or public policy
Experience
10 years relevant experience in public health
Experience of having run or set up an NGO or department of an institution
Competencies
Management/follow through
Strong administrative ability
Dynamic with an ability to work independently as well as collaboratively
Understanding of each of three pillars of an Equity Gauge (advocacy, public
participation and measurement) to an extent sufficient to provide the
necessary coordination
Facility to network in an international arena
Excellent communication and writing skills
Personal Attributes
Demonstrated commitment to equity
Ability to work well with people
Respect for cultural diversity
Willingness to travel for upto approximately 40% of time

Terms of Reference for the Development of a Global Equity Gauge Alliance
Functions:
Leadership
* The GEGA must develop a focus and identity that is both clear to its
membership and to other groups.
1. Development/refinement of mission
statement
2. Beyond a common commitment to
monitoring equity in health, are there specific issues that all (or a group
of) country equity gauges will focus on e.g. vaccination coverage; gender
issues; HIV/TB/malaria; urban slums; resource allocation etc?
3. Determination of how the GEGA will
relate to other 'gauge-like' activities which may be underway.
* Determine the key leadership functions of the GEGA related to
technical advice, strategic development and day to day management.
1. Identify individuals eligible to
fill these roles along with job descriptions
* Determine key membership functions and responsibilities- reporting,
meetings, etc.
* Establish a long-term plan for the growth, development and
sustainability of the GEGA.

3. Strategic Advisory Council - small council of "wise"
persons to provide oversight and advice. The Council would help to identify
the "brand" or "identity" of the GEGA as well as provide oversight for its
strategic development e.g. rate of expansion to new country gauges, focus
etc.

9 Bi- and multi-lateral/foundation "buy-in" is more than just financial or
technical and one-way. Rather it should be seen as 2 way: feeding back into
their institutional policy development on an ongoing basis.
