The Stockholm Institute has an excellent page on arms embargoes.
http://projects.sipri.se/expcon/expcon.htm.
You can find a list of all CFSP actions taken on the Council's site:
http://ue.eu.int/pesc/Legislation/texten.htm. The relevant treaty
provisions/legislative citations are given. In the recitals at the
beginning of each act, you will find the legal and procedural
justifications.
On the European Parliament STOA page, there are a series of briefing notes.
No. 3/2001 on instruments of conflict prevention covers embargoes and
sanctions: http://www.europarl.eu.int/stoa/publi/default_en.htm.
For an explanation on dual use goods, please see the DG Trade site:
http://europa.eu.int/comm/trade/goods/dualuse/index_en.htm.
I will send separately by air mail two Council documents. One(#11044/99)is
a general explanation on non military instruments of crisis management. The
other (#13184/00) is a listing of arms embargo measures. I don't have
electronic versions of either.

Subject: EU sanctions
Dear all
Can anybody help (in general terms) with this?
thanks
Simon
1) imposing Arms embargo - matter of MS, but it could be also done undrer
other provisions of the Treaty. Which, and when? (I know its not under 301)
2) Dual use goods - dealt with under 301? Why was there a need for a
regulation?
3) Admission ban on certain individuals - eg the case of FRY. On what basis?
I have read the various Common Positions, and in the one against Nigeria, it
said that immigration is matter for Member States. IS this so? On what
basis?
4) eg finger print equipment so that refugees can be reunied with rest of
the family- a company receives a request to supply it from a country on
which tehre is an embargo. What can they do? What procedure?
5) what happens in case of breach of sanctions?
