The press reported last week ("Customs defy EU over 'booze cruisers'", The
Times, 30 July 2001) that the Internal Market Commissioner had visited
Britain to issue a warning to over-zealous customs officers, but the report
suggests that a formal investigation has not yet been started.

I have had a "stray" enquiry from someone who has had their car and the
cigarettes they were bringing home from abroad confiscated by Customs &
Excise!
They had heard that the Commission is undertaking an investigation into the
legality of such actions. If anyone has heard of investigation into this
area,
