The EDC page on Europa gives the general start-up date as
1963- see

There is no general page for information relays/networks on
Europa as they all come under different DGs but Mannheim
EDC has a very good page with info about all the different
networks at
http://www.uni-mannheim.de/users/ddz/edz/eu_info/adr/ea_index.html
except EPICs, which only exist in the UK - elsewhere their
role is served by Info-Points, as other member states don't
have the same coverage of public libraries.
