The answer is unequivocally "yes". This is the medium of the future and
already reaches a far wider audience than paper journals, which are often
inaccessible. WJMLL (see below), by contrast, is accessible to all, It is
also free, so the dilemma you present us with in Q.2 is a false one.
The idea that electronic submissions are dealt with in a different way by
RAE panels is also misleading, and reinforces a common prejudice. For
clarification, I refer you to the published criteria for Panel 52 (§3.43.9,
last sentence) which states unequivocally that publications in electronic
media will be considered in the same way as other works. The general
document RAE 5/99 reinforces this: §1.8 clearly states that "All forms of
output will be treated on an equitable basis: panels will be concerned only
with assessing the quality of research presented". All this is in the
public domain.
