**ouch!! for all coordinates - it matters not if it's
bounding box, non-rectangle polygon, or point - both north
AND south, and both east AND west, must exist as
acceptable values. I didn't go in and check the
document but shall do that monday.

**GNIS (Geographic Names Information System) is a product
of the U.S. Geological Survey. It is composed of what
are mainly point locations of geographic features within
the U.S., so the longitude values are almost all west.
