No, it doesn't parse as a full RDF document, because it isn't
one (it's only missing the <rdf:RDF> wrapper). It would be sort
of nice if it had <rdf:RDF> tags around it to key off the RDF,
but this isn't strictly necessary. A processor with prior
knowledge that there was DC/RDF here could easily wrap the
<rdf:RDF> tags around it and send it off to an RDF parser, etc.
