To put it rather crudely it seems to be 'bums on seats'. The course
recruited the number that it was originally designed to recruit, but the
number is below the average now needed to pay for itself. I could have
'saved' the course by increasing the number to fifty, or more, students;
but I doubt that I would have recruited THAT many and can you
imagine trying to teach counselling to such a large group?
